The Livingston-James project areas total 4,701 in central-east Columbus. Livingston-James is a Blueprint priority area due to a high number of basement backups that are clustered throughout the project area. The sanitary sewer overflow associated with this area must be addressed through system-wide improvements.
Summer 2025: Construction is underway on mainline sewers in the following project areas: Astor-Bernhard, Thurston-Grimsby and Gertrude-Lattimer (borders outlined below). This mainline work was completed in Plum Ridge in 2014. Mainline lining will seal the main sewer lines and directly reduce water infiltration and inflow (I/I) into sanitary sewers. Learn more about the impacts of mainline lining and I/I below.

Rain gardens and porous pavement sites are installed. During this time other city infrastructure work may occur, such as waterline upgrades or sidewalk installations.
All homes in the project area are eligible to receive a sump pump if residents do not have one, or if the current pump is in disrepair. Visit our
Individual homes are eligible for lateral lining. This innovative process identifies and seals cracks in the home’s sanitary lateral to prevent stormwater from entering the sanitary sewer lines. This process directly prevents sanitary sewer overflows (SSOs) into our rivers, streams and waterways.
